Team

 Katie Cooke regularly leads worship with guitar and singing. Katie is a Ph.D. student in ethnomusicology at Columbia University and a SOON affiliate staff member. She has extensive experience as a worship leader for churches and conferences.

Adella Flynn regularly plays piano in worship, leads rehearsals, and creates musical arrangements for special services and events. She is a classically trained musician and has served as a music director, organist, and accompanist.

Rev. Dr. Jay Harvey is the founding pastor of City On A Hill. Jay moved with Melody and their four children to Manhattan in the summer of 2018 to lead Reformed Theological Seminary (RTS) in New York City. He served with RTS New York City for six years. As a professor of Pastoral Theology, he taught courses in Preaching, Sanctification, Leadership, and the Image of God in Ministry. He was also the founding director of the Center for the Bible in NYC. In 2019, Jay joined the staff of Exilic Church as Scholar in Residence. In April 2025, he joined the staff of Linden Grove Ministries, where he provides executive leadership for the organization, creates curriculum, and mentors pastors in New York City. Dr. Harvey is a graduate of Princeton University (A.B., 1995), Reformed Theological Seminary (M.Div.), and Erskine Theological Seminary (D.Min.). He has done doctoral coursework in Philosophy at the Graduate Center in Manhattan and is a Ph.D. candidate in Systematic Theology at Aberdeen University, where his focus is on the Book of Revelation’s portrayal of a suffering church as a resource for our own cultural moment.

Lewis Toms is the Sunday operations director for City On A Hill. He oversees setup and sound on Sunday mornings. Lewis is an aviation engineer with extensive international experience in industry and in Christian ministry.
